Open known safe "Potentially Unsafe Attachments"

Issue:
Outlook complains that an email has "potentially unsafe attachments" and will not let you open or save them. The attachment is one I sent and I know it is safe.

Quick:
Registry, HKEY_CURRENT_USER, Software, Microsoft, Office, 11.0, Outlook, Security, Create New String Value "Level1Remove", Edit with extentions to allow, restart Outlook.

Visual /Learning:
I needed to open a SSL Certificate file that came as a .crt attachment and Outlook was not allowing access to the attchment. Could not open or save the certificate. I found my solution on ask-leo.com. They even have a video there on how to do the steps
